Electrical Contractor Course Information

This course covers three modules of the Electrical Contractor Training Program (ECTP):

  • WAE200 – Electrical Operational Requirements (Electrical Nominee)
  • EA103B – General Legislative Requirements (Management Representative)
  • EA102 – Establishing a Contracting Business (Management Representative)

Certificate of Completion issued by ETA Training, approved by Building and Energy, Department of Local Government, Industry Regulation and Safety (DEMIRS).

The Electrical Contractor Training Program (ECTP) is the mandatory training required to apply for a WA Electrical Contractor's Licence. Under the Electricity (Licensing) Regulations 1991, all applicants must demonstrate competency in both the Electrical Nominee component (WAE200) and the Management Representative component (EA103B and EA102) before a licence can be issued.

This 10-day course covers all three modules in a single intake, running Monday to Friday over two consecutive weeks. Week one covers WAE200 Electrical Operational Requirements, addressing WA legislation, electrical standards, inspection and testing, and supervisory procedures. Week two covers EA103B General Legislative Requirements and EA102 Establishing a Contracting Business, addressing business structure, workplace relations, legislation compliance, marketing, and financial management. A post-course Design Assignment for the Nominee component is to be submitted within four weeks. A Business Plan for the Management Representative component is to be submitted within eight weeks.

Course Overview

In Western Australia, all electrical contracting work must be carried out by a licensed electrical contractor under the Electricity (Licensing) Regulations 1991. To obtain an Electrical Contractor's Licence, applicants must satisfy two roles within the business: an Electrical Nominee and a Management Representative. The ECTP is the Building and Energy approved training program that meets the knowledge and competency requirements for both roles.

WAE200 – Electrical Operational Requirements (Week 1, 5 days)

  • WA legislation relevant to electrical operations
  • Application of legislation in business procedures
  • Statutory technical and occupational requirements
  • Electrical standards, notices, certificates, and reporting
  • Inspection, testing, and commissioning of electrical installations
  • Appliance testing procedures
  • Safety and supervisory procedures
  • Installation testing

EA103B – General Legislative Requirements (Week 2, part 1)

  • State and Federal legislation as it applies to an electrical contracting business
  • Business structure, workplace relations, human resources, and marketplace
  • Intent and implications of relevant legislation
  • Establishing operational plans, policies, and compliance systems

EA102 – Establishing a Contracting Business (Week 2, part 2)

  • Evaluating business performance and structure
  • Developing a marketing plan for a contracting business
  • Analysing labour costs and profit margins

Qualifications Issued

On successful completion of all three modules, you will be issued with a Certificate of Completion for WAE200, EA103B, and EA102, issued by ETA Training under approval from Building and Energy, DEMIRS.

Assessment Activities

Students complete written and practical assessments during the course covering the learning outcomes of each module.

Post-course assignments:

  • WAE200 Design Assignment: submit within 4 weeks of completing the Nominee module.
  • Business Plan (EA103B and EA102): submit within 8 weeks of completing the Management Representative module.

Entry Requirements

To enrol in the full course, you must hold a current unrestricted WA Electrician's Licence. The WAE200 Nominee module requires this as a mandatory regulatory entry condition.

If you only need the Management Representative component (EA103B and EA102), you do not need an electrical licence. Contact us to discuss enrolling in the Management Representative Course separately.

Participants must have general Level 2 language, literacy, numeracy, and physical capabilities. A reasonable level of computer literacy is required to complete assessments.

  • Course delivery: Face to face at ETA Training Wangara
  • Duration: 10 consecutive days (Monday to Friday, two weeks)
  • Week 1: WAE200 Electrical Operational Requirements (5 days)
  • Week 2: EA103B and EA102 Management Representative modules (5 days)

Rescheduling & Cancellation Policy

We understand that unexpected situations can arise. If you need to reschedule your in-person or virtual course, please contact us via email at admin@etatraining.com.au or call us on 1300 858 095 during business hours.

Rescheduling with Notice: If we receive your reschedule request at least three business days before your scheduled course, no reschedule fees will apply. You will have the option to reschedule at no cost.

Late Rescheduling: If your request is made within two business days before your scheduled course, a 25% administration fee will apply to reschedule to a new date. Payment via credit card over the phone may be required. Please note that credit vouchers will not be issued in lieu of reschedules.

Day of Training/No-Shows and Entry Denial: No last-minute reschedule requests will be accepted on the day of your booked training. If you do not attend your course or are denied entry for not meeting the minimum course entry requirements, no reschedules will be offered.  You will need to rebook the course at full cost. ‍

We impose a strict reschedule limit of three (3) reschedules per student per course, after which, if an enrolled student has still not completed their course, their enrolment will be considered a forfeit, and they will be required to rebook at full fee for a future date.

Where can I find my Test and Tag licence number?

Your Test and Tag licence number is printed on your Statement of Attainment certificate.

Use the last seven digits of your certificate number — that’s your official licence number for compliance and record-keeping purposes.

What are the Test and tag regulations in WA

In Western Australia, if you don’t hold an electrical qualification, you must be deemed competent to use a Portable Appliance Tester (PAT).

To be considered competent, you need to complete a nationally recognised Test and Tag training course and receive a Statement of Attainment. This ensures you can legally and safely perform testing and tagging in the workplace.

Does hire equipment need to be tested and tagged in the workplace?

Yes — under AS/NZS 3012, hire equipment must be tested before it's hired and then once a month while on site.

If portable hire equipment stays onsite for more than one month, it must be re-tested every 3 months.

It is the responsibility of the person hiring the equipment (hiree) to test and tag the equipment every 3 months.

What Australian standards apply to Test and Tag training?

The main standard is AS/NZS 3760, which outlines how to inspect and test electrical equipment and appliances in the workplace.

If you're working on construction or demolition sites, you should also refer to AS/NZS 3012.

In Western Australia, WorkSafe WA provides a free guide on testing and tagging portable electrical equipment and residual current devices (RCDs) — a helpful resource to stay compliant and informed.

What types of equipment need to be tested and tagged?

Any electrical equipment with a power cord that plugs into a standard low-voltage (240V) outlet should be tested and tagged for safety.

This includes:

Appliances (e.g. toasters, kettles, computers)

Power tools (e.g. drills, grinders)

Cord assemblies (e.g. extension leads, EPODs, chargers, power boards)

Testing ensures the equipment is safe for use and meets workplace safety standards under AS/NZS 3760.

Does new equipment need to be tested and tagged?

No — new equipment doesn’t require testing, but it must still be visually inspected for obvious damage before being used.

Instead of a regular tag, you can apply a “New to Service” tag, which must include:

The words: “new to service”

The date it entered service

The next scheduled test date

A statement: “This appliance has not been tested in accordance with AS/NZS 3760.”

Responsibility for safety at this stage lies with the supplier, but the visual inspection is still your obligation.

Do you need to test and tag office equipment?

It is not a legal requirement to test and tag office equipment in most low-risk environments.

However, WHS regulations in WA require all workplaces to ensure electrical equipment is regularly inspected to prevent harm. The responsibility falls on the PCBU (Person Conducting a Business or Undertaking) to maintain electrical safety.

What are the test and tag colours for WA?

IIn construction, demolition, or mining industries, WA follows AS/NZS 3012 for tag colours based on the testing month:

🔴 Red – December, January, February

🟢 Green – March, April, May

🔵 Blue – June, July, August

🟡 Yellow – September, October, November

Always check your local state or territory regulations, as colour requirements can vary depending on the work environment and legislation.

How long does the test and tag course certificate last?

Your nationally recognised Statement of Attainment does not expire. Once you are assessed as competent, there is no formal requirement to renew the qualification.

However, under AS/NZS 3760, only a Competent Person can legally perform inspection and testing. Staying current with safety standards, Codes of Practice, and industry updates helps ensure you maintain your skills and compliance.

How often is RCD testing required?

RCDs (Residual Current Devices) are critical for personal safety and should be tested regularly to ensure they function correctly.

Daily: A push-button test shall be performed after connection to a socket or before connection of equipment, and at least once every day in use (per AS/NZS 3012)

Every 3 months: A trip-time test is required to ensure proper operation.

Factories or workshops: Portable RCDs in these environments should also undergo daily push-button testing or a test before each use.

Following these guidelines ensures workplace safety, as outlined in AS/NZS 3760.

How often is testing and tagging required?

In Australia, the frequency of testing and tagging electrical equipment in the workplace is governed by AS/NZS 3760:2022 and relevant work health and safety (WHS) laws. The required intervals depend on the type of environment the equipment is used in, not just the equipment itself.

Recommended testing intervals:

Construction, mining & demolition: Every 3 months

Factories, workshops, and manufacturing areas: Every 6 months

Refer to AS/NZS 3760:2022 and AS/NZS 3012 for full compliance guidelines based on your environment.

Is testing and tagging mandatory in Australia?

Yes — testing and tagging is mandatory for workplaces in the construction, demolition, and mining industries, as outlined in AS/NZS 3012.

For all other industries, it’s not legally required, but WHS regulations do require electrical equipment to be regularly inspected and maintained to minimise risk of injury or harm in the workplace.

‍If we receive your reschedule request 2 or more business days prior to a course, no fees will apply.

If you withdraw less than 2 days prior to your course, or fail to turn up on the day of your training, no refunds can be given.

All requested changes to a booking must be made in writing. In the event of a cancellation request by a customer, a voucher will be issued to the value of the amount paid. This voucher can be used to book any future courses with us.
